From time to time a contract to collect data does not fall into one of the catagories normally defined by existing data programs, and the contract requires the cooperator to reimburse the USGS for all work defined in the contract. This usually means the cooperator is not a federal, state, or local government agency, water or hydroelectric utility, Tribe or Tribal Nation, quasi-government organization, etc, which would qualify under another program, or the data collection does not meet the standards defined in a program to cost-share the work.
