WA293 - Water-Level Changes in the Quincy Ground-Water System - Completed FY1983

Problem - The Quincy Subarea was designated after determination that all available ground water (GW) had been appropriated and management of the resource was required. Shortly thereafter U.S. Bureau of Reclamation (USBR) filed claim for ownership of the GW artificially stored in the area from the Columbia Basin Project (CBP). To control the rising water table and insure no natural waste of the water introduced by the CBP, the USBR installed a system of drainages and wasteways. However, GW levels have continued to rise and in some cases ponding has occurred. Some landowners in the Subarea feel that USBR is at fault and should be required to pay for damages. At the request of USBR and the Department of Justice the U.S. Geological Survey (USGS) will prepare a short-term evaluation of the water-level history of the Quincy GW Subarea.

Objectives - (1) Determine GW level change history of the Quincy Subarea as far back as records will allow, including the period of introduction of artificially stored GW through the CBP; and (2) evaluate the various possible reasons for rising GW levels in the subarea.

Approach - (1) Review all existing water-level records for the Subarea by stratigraphic unit; (2) plot well-site locations on base maps by time period (unconsolidated deposits, Wanapum Basalt, and Grande Ronde Basalt); (3) plot static water levels on each of the three maps; (4) prepare contour maps of water-level changes from one measurement to the next; and (5) in the general vicinity of the plaintiff's property develop a series of hydrographs.
